Underground parking under Plac Powstańców Warszawy with building permit

A new parking garage in the heart of Warsaw is getting closer. IMMO PARK Warszawa, a subsidiary of Mota-Engil Central Europe, has received the final building permit decision, and on August 2, the property was handed over to the contractor to begin construction work. The project will be carried out under a concession model, a form of public-private partnership (PPP).

Under this first-ever agreement of its kind in Poland, the Concessionaire, IMMO Park Warszawa, will fully finance the investment costs and operate the parking facility for 36 years. After this period, the parking garage will be handed over to the City of Warsaw free of charge. The estimated total value of the project is approximately PLN 85 million gross.

The concessionaire will begin work on relocating municipal networks in August 2023, as part of addressing the project’s conflict with existing infrastructure. After the network relocation work is completed, the main construction of the parking facility will begin.

In this format, we built an underground parking garage under Plac Nowy Targ in Wrocław, and our portfolio also includes PPP agreements for the construction and operation of parking garages in Gdańsk and Łódź,” says Marcin Podlecki, board member of IMMO Park Warszawa. – “Today, we are taking possession of the site, marking the start of the next phase of constructing the underground parking garage under Plac Powstańców Warszawy. We would like to thank everyone at the City of Warsaw for their involvement. With this project, we demonstrate that local governments can successfully collaborate with entrepreneurs. I am confident that this 24-hour facility will integrate seamlessly into the urban fabric of the capital, as well as address the parking situation in this important area of Warsaw. It will be an investment that is friendly both to the city’s residents and others parking in the city center,” adds Marcin Podlecki.

The facility, which is planned to open at the turn of 2024 and 2025, will be a 4-story underground parking garage with 420 parking spaces. As part of the construction, IMMO Park Warszawa will also carry out the first phase of the revitalization of Plac Powstańców Warszawy, in line with the guidelines from the Charrette workshops organized and coordinated by the City of Warsaw, in connection with the revitalization of Plac Pięciu Rogów and the implementation of the New City Centre Warsaw project (which includes the revitalization of areas such as Chmielna Street, Zgody Street, and Złota Street). The construction of the parking facility is expected to begin in Q4 2023.
